Show full summary
This bill would add a new 49 U.S.C. §31318 to clarify that moving goods from a port of entry to another place inside the same state, when the shipment originated outside that state or the United States, is not considered "interstate" for CDL requirements under Chapter 313.
- Commercial drivers: Drivers who move cargo from a port of entry to a destination within the same state would not have those specific trips treated as interstate for federal CDL rules, changing which trips trigger federal CDL coverage.
- State shippers and ports: Companies that move goods and state regulators would get a clearer legal classification for these intra-state port movements, which could shift oversight for those trips toward state rules.
- Statutory update: The bill would add Sec. 31318 and a clerical amendment to the Chapter 313 analysis to reference the new section.

Eases CDL rules for port drivers
If enacted, this bill would change federal CDL rules for some trips that start at a port. It would say that moving goods by a commercial motor vehicle from a port of entry to another place in the same State is not "interstate transportation" for chapter 313 CDL rules when the trade began outside that State or the United States. If so, drivers and motor carriers on those trips would not be covered by chapter 313's federal CDL requirements. That could lower paperwork, training, or licensing costs for the affected drivers and carriers.
