HEAT Act of 2025

Sponsored By: Representative Stanton, Greg [D-AZ-4]

In Committee

Summary

Recognizes extreme heat as a qualifying disaster for federal transportation emergency relief. It would also require a federal study and a best-practice report to help states and operators track and repair heat-related damage.

  • State departments of transportation, public transit systems, Amtrak, and freight rail systems could access Emergency Relief funding for damage caused by extreme heat, though the bill excludes funding for bridges whose deterioration was substantially caused by long-term heat exposure.
  • Aims to reduce disruptions for commuters and supply chains by addressing strain on aging bridges. More than 85,000 girder or movable bridges are over 50 years old and carry about 860 million vehicle crossings daily.
  • Directs the Secretary of Transportation, in agreement with the Transportation Research Board and with input from the EPA and other stakeholders, to complete a one-year study on measurable costs and damage-tracking methods for extreme heat and to publish best management practices within one year.

Emergency repair help for extreme heat

If enacted, this bill would add "extreme heat" and "heat waves" to events eligible for Emergency Relief funding for highways and bridges. That would let States, transit agencies, and bridge operators seek federal repair money after heat-related damage. The bill would also say subsection (b) does not apply to any bridge whose physical deterioration was substantially caused by extreme heat, which could leave some repairs and costs to state or local owners. The change would take effect upon enactment.
