Summary
Rural Service and Workforce Corps would create a service-for-benefits program to tackle critical workforce shortages in targeted rural areas. It would recruit people with scholarships, tuition aid, student loan repayment, stipends or wage support during service, plus relocation and retention incentives in exchange for at least 3 years of service in Secretary-designated rural communities.

New rural service pay and loan help
If enacted, the bill would create the Rural Service and Workforce Corps. Participants would get scholarships, tuition help, student loan repayment, and stipends or wages while they serve. Recipients would need to serve at least 3 years in rural areas the Secretary of Agriculture designates. Targeted areas would include persistent poverty counties, HRSA health professional shortage areas, and communities with Indian tribal, Alaska Native, or Native Hawaiian populations. Employers could be public, nonprofit, cooperative, tribal, or private if they meet wage and training standards. The program would prioritize health care, skilled trades, energy, utilities and public works, and other sectors, and would take effect one year after enactment.
