To amend the Help America Vote Act of 2002 to prohibit the use of Federal funds for election administration in States that permit ballot harvesting.

Limits on third-party ballot collection

This bill would stop federal funds from being used to run federal elections in any state that allows third-party collection of mailed ballots unless the state bans knowingly collecting and sending another person's mailed ballot. It would allow exceptions for election officials doing official duties; U.S. Postal Service employees and other authorized carriers; people otherwise allowed to handle U.S. mail in their jobs; and a voter's family member, household member, or caregiver. The bill would define caregiver as someone who gives medical or health care in places like a residence, nursing home, assisted living, hospice, or adult day health care. The rule would take effect upon enactment. This would affect voters who rely on others to return their ballots, such as seniors and people with disabilities.
