Summary

Make cargo flightcrew duty and rest rules match passenger rules. This bill would require the Secretary of Transportation to change the FAA's flightcrew duty and rest final rule so it applies to all-cargo operations the same as passenger operations. The Secretary would have 30 days after enactment to make the change and may do so without using the usual notice-and-comment rulemaking under section 553 of title 5.

Cargo flightcrews follow same rest rules

If enacted, the Transportation Secretary would change the FAA rule published Jan 4, 2012 (77 Fed. Reg. 330). The change would make cargo flightcrews follow the same duty and rest limits as passenger flightcrews. The Secretary would have to finish the change within 30 days after enactment. The bill would let the agency skip the usual notice-and-comment rulemaking under 5 U.S.C. 553. This would likely improve safety for crew and passengers, and increase scheduling and compliance costs for air carriers.
