New rest rules for cargo crews

This bill would require the Secretary of Transportation to change the FAA final rule published January 4, 2012 (77 Fed. Reg. 330) within 30 days of enactment. The change would make flightcrew duty and rest requirements apply to all-cargo airline crews the same as passenger crews. The modification would not require the usual public notice-and-comment under section 553 of title 5. If enacted, this would increase safety for crew and the public and would impose scheduling and compliance costs on cargo air carriers. The bill does not provide new funding.
