Shorter federal energy rules for businesses

This bill would require several federal energy agencies (DOE; BLM, BOEM, BSEE, OSMRE within Interior; and FERC) to put expiration dates on many energy and mining regulations. For rules already in effect, agencies would have 90 days to amend them so they expire within 1 year of that amendment. Rules made after enactment would have to expire no later than 5 years after their effective date. Agencies could extend expirations in 5-year increments only after public comment on costs and benefits, except when an amendment is found to be net deregulatory and OMB is notified.
