Bill Overview
Analyzed Economic Effects
4 provisions identified: 4 benefits, 0 costs, 0 mixed.
Clear maternal health definitions
If enacted, the bill would add clear definitions for key maternal health terms used in the programs. "Postpartum" would be the one-year period after pregnancy. "Maternal mortality" would include deaths during pregnancy or within one year, explicitly including suicide and overdose when linked to pregnancy. The bill would also define perinatal health workers to include doulas, lactation counselors, community health workers, and similar roles.
Grants for community maternal health
If enacted, the Secretary of HHS would award grants to community groups serving people with higher maternal health risks. Grants would begin after a 1-year outreach and technical assistance period starting at enactment. The bill would authorize $100 million per year for FY2027 through FY2031 and require an HHS evaluation by the end of FY2031.
Hospital grants for respectful maternity care
If enacted, HHS would award grants to hospitals and health systems to create respectful maternity care compliance programs. Funded programs would need reporting systems for patients, families, and perinatal workers. They would need a public bias-reduction plan and routine hospital-level patient experience reporting. HHS would set best-practice processes within 180 days and must commission an independent study within 2 years. The bill would authorize such sums as necessary for FY2027 through FY2032.
Training grants to reduce bias
If enacted, HHS would award grants to fund training that reduces bias and improves respectful, trauma-informed maternity care. HHS would favor ongoing periodic trainings, WIC provider inclusion, and programs designed by HBCUs or minority-serving institutions. The bill would authorize $5 million per year for FY2027 through FY2031. Grantees would report annually on activities and impacts.
