Summary
Stronger economic analysis and public-comment requirements for agencies' periodic reviews of existing rules. This bill would amend Section 610 of title 5 to make agencies explicitly ask whether each final rule should remain, tighten extension timing, and raise analytical standards.

- Agencies: They would have to solicit public comment on whether each final rule should remain in effect. Agencies must include economic analyses and any summaries they produce in the review record and limit extensions to not more than one year while explaining delays.
- Regulated entities: Reviews must disclose the cost of compliance and the number of paperwork hours a rule has created since it took effect. That will make burden estimates part of the official record for each rule.
- Public commenters: Before a review begins agencies must publish a qualitative and quantitative summary of comments with the agency's analysis. The public will see a clearer accounting of how comments affect review decisions.
