Annual U.S. talks with Moldova

If enacted, the Secretary of State would be required to hold a strategic dialogue with Moldova at least once a year. The talks would cover defense and security cooperation and Moldova's progress toward European Union accession. They would seek more U.S. support for the Straseni–Gutinas transmission line to boost Moldova's energy independence and U.S. business opportunities. The meetings would also reaffirm U.S. support for Moldova's territorial integrity and expand partnerships like the North Carolina State program and American Spaces.

Ban on lifting sanctions for listed people

If enacted, the bill would bar U.S. officials from ending sanctions on certain named people. Officials would have to send Congress a written certification that the person (or the person's immediate family member, as appropriate) is no longer engaging in the behavior that caused the sanction. The Secretary of State could not waive or terminate related visa ineligibility unless she certifies the person is no longer engaged in significant corruption or a gross human rights violation, and briefs and consults Congress.
