The bill would change the Medicaid matching rule so a State's quarterly payment equals 100 percent of the sums the State spends in that quarter on outreach to and enrollment of individuals eligible for medical assistance under title XIX or for child health assistance under title XXI, and it explicitly covers individuals described in section 1943(b)(1)(F). The 100 percent payment would apply to calendar quarters beginning on or after enactment.
- States: States would receive federal payments equal to 100 percent of their quarterly outreach and enrollment expenses for Medicaid and CHIP. This coverage applies in any quarter starting on or after enactment.
- Families and children: Outreach and enrollment for Medicaid and the Children's Health Insurance Program would be fully federally reimbursed, including outreach to the groups named in section 1943(b)(1)(F). The change is intended to help facilitate enrollment and retention amid the work requirements and semi-annual renewals in Public Law 119-21.
- Providers and community groups: State Medicaid programs and their partners doing outreach and enrollment would have qualifying costs reimbursed at the full federal share for the applicable quarter.
