Rural MOMS Act of 2026
Sponsored By: Representative Feenstra, Randy [R-IA-4]
Introduced
Summary
The Rural MOMS Act of 2026 would change how Medicare counts beds at Critical Access Hospitals. It would explicitly exclude beds used solely for labor and delivery from the acute care inpatient bed count for Critical Access Hospitals.
Show full summary
- Critical Access Hospitals (CAHs): Would be able to have labor and delivery beds that do not count toward the hospital's acute inpatient bed limit for CAH designation and Medicare reimbursement.
- Rural families and pregnant people: Could have better local access to childbirth services because small hospitals can add or keep labor and delivery capacity without affecting CAH status.
- Medicare administration: Keeps the Secretary's authority to set bed-count rules but directs that labor and delivery beds not be counted in that acute inpatient tally.

Help rural hospitals keep childbirth services
This bill would stop Medicare from counting beds used only for labor and delivery as acute inpatient beds. That would apply when deciding a hospital's Critical Access Hospital status and Medicare payments. If enacted, this would help some rural hospitals keep their Critical Access Hospital status and Medicare reimbursements. You would be more likely to keep nearby childbirth care if your local hospital offers labor and delivery.
