New maternity care demo for Medicaid
This bill would create a Perinatal Care Alternative Payment Model Demonstration Project for fiscal years 2027 through 2031. States would apply to participate, and only chosen States would include Medicaid and CHIP enrollees who are pregnant or within one year postpartum. The Secretary of HHS, through CMS, would design the project with many stakeholders and allow new payment models. Models would include risk‑stratified payments, nonhospital birth settings, and diverse maternity teams including doulas (if accredited by the State for Medicaid reimbursement) and lactation consultants certified by the International Board of Lactation Consultant Examiners. CMS would evaluate maternal outcomes, spending, and patient experience with data broken down by race, ethnicity, language, income, geography, and insurance. Within one year after the project ends, HHS would report findings and a recommendation to Congress. The bill would authorize such sums as are necessary to carry out the project.
