Sponsored By: Representative Self, Keith [R-TX-3]

Introduced

Summary

This bill would centralize enforcement of the federal partial-birth abortion ban (18 U.S.C. § 1531) and create new reporting and oversight duties for DOJ, providers, and GAO. It would trigger a DOJ probe of a specific 2022 incident, require immediate reporting by health workers, and set up recurring public reports and a GAO review to track enforcement and recommend improvements.

Show full summary
  • Health care practitioners and employees of hospitals, physician offices, and abortion clinics must report knowledge of alleged violations of 18 U.S.C. § 1531 to state or federal law enforcement immediately. This places a direct, mandatory reporting duty on clinic and hospital staff.
  • The Attorney General must investigate alleged violations of § 1531, and the bill directs a specific investigation into the remains of five babies found by D.C. police on March 30, 2022, with a congressional report due within six months.
  • The Department of Justice must publish an annual report by October 1 on outreach to providers, the number of alleged violations over the prior ten years, and all investigative and enforcement actions. The Government Accountability Office would review enforcement actions for fiscal years 2004–2024 and report with recommendations within 18 months.
