- Navy and defense planners: Gain a dedicated site for high-hazard explosives testing under the Defense Explosives Safety Regulation 6055.09 and a place for aerial gunnery, rocketry, electronic warfare, tactical maneuvering, air support, and equipment testing.
- Interior and refuge management: The Secretary of the Interior must adjust Alaska Maritime National Wildlife Refuge boundaries when jurisdiction transfers. A rule of construction clarifies this removal does not otherwise change the National Wildlife Refuge System Administration Act or the legal status of other refuge lands.

Navy control of Adak Island land
If enacted, this bill would transfer administrative jurisdiction over approximately 5,624 acres on Adak Island from the Department of the Interior to the Secretary of the Navy as soon as practicable. The transfer would be administrative only and would not convey title. On the date of transfer, the land would be removed from the National Wildlife Refuge System and excluded from the Alaska Maritime National Wildlife Refuge, and the Department of the Interior would be required to adjust refuge boundaries. Upon transfer, the Navy would be allowed to use the land for defense activities, including an armament or testing site for high-hazard explosives consistent with Defense Explosives Safety Regulation 6055.09 (Feb 23, 2024), aerial gunnery, rocketry, electronic warfare, tactical maneuvering and air support, equipment and tactics testing, and other defense-related purposes the Secretary of the Navy determines appropriate. If enacted, these changes could help Navy training and related jobs but would limit public access and remove refuge protections, which may affect local wildlife and tourism.
