States could choose permanent daylight time
This bill would repeal the federal daylight saving framework and make standard time the default. It would let a State by law advance its standard time by one hour, either year‑round or for part of the year. If a State is wholly in one time zone, the State law must require the entire State and all political subdivisions to use the same time. If a State spans more than one time zone, the State could either move the whole State's clocks forward, or move clocks forward only for the area in any one time zone. These changes would take effect the first Sunday of November after enactment.
