10-year limits on former Congress members
This bill would be called the Safeguarding Ethics and Restoring Voter Expectations Act (SERVE Act). If enacted, it would bar any Member of Congress who leaves office on or after enactment from accepting pay as a Federal contractor for 10 years after leaving. It would also change federal post-employment lobbying rules so Senators could not lobby for 10 years (instead of 2), and House members and officers could not lobby for 10 years (instead of 1). The bill would use existing federal definitions for "Federal contractor" and for who counts as a "Member of Congress."
