More state energy grants and timing

If enacted, the bill would provide $500 million one-time and $100 million each year for FY2027 through FY2031 for the State Energy Program. The Secretary would have to publish application guidance and state allocation amounts within 60 days after funds are made available. When a State submits a complete State energy conservation plan under section 362, the Secretary would have to send the State its funds within 30 days. Amounts would be distributed using the allocation formula in effect on January 1, 2026.

Faster weatherization grant guidance and payments

If enacted, the bill would require the Secretary to release Weatherization Assistance Program application guidance and publish allocations within 60 days after funds are made available. When a State, Indian Tribe, or other direct recipient sends a complete plan under section 415(b), the Secretary would have to send the funds within 30 days. Allocation publication must follow the applicable distribution formula for the fiscal year.
