Higher federal Medicaid match for IDD services
This bill would raise the federal share to 90% for certain Medicaid costs that states incur to comply with listed federal rules. The Secretary of HHS would have to determine which expenditures are attributable to compliance with the named regulations, including 29 CFR 541.600 and parts 430, 431, 435, 436, 440, 441, and 447 of 42 CFR. The extra match would apply only to amounts spent in calendar quarters in 2027, 2028, and 2029 for services in intermediate care facilities for individuals with intellectual or developmental disabilities or for home-and-community-based services for such individuals. It would not change who is eligible for Medicaid or create new benefits; it only changes the federal/state payment split for those compliance costs.
