At least 30% women in leadership
This resolution would call for ensuring women hold at least 30 percent of government, leadership, and decision-making positions in Haiti, in line with the Haitian Constitution. It would especially target top ministerial, directorate, and commission posts related to security, humanitarian assistance, and elections. It would also ask that those women be fully empowered and funded so they can exercise meaningful authority and that actors invest in long-term equality through law and policy changes.
Center women and fund grassroots groups
This resolution would ask U.S., international, and Haitian actors to adopt a feminist policy in Haiti grounded in the Policy Framework for an Effective and Equitable Transition. It would also ask them to consult Haitian feminist and women's rights groups, especially grassroots organizations, when planning security, elections, governance, and humanitarian programs. The resolution would urge providing those groups with adequate funding so they can participate and run programs.
More protection and services for survivors
This resolution would call for prioritizing and funding comprehensive responses to sexual and other gender-based violence in Haiti. It would ask funders to support investigations and prosecutions with evidence preservation and witness protection, and to expand survivor services such as medical care, psychological support, shelter, and protection. The resolution would also ask that programs collect gender-disaggregated, trauma-informed data and that displacement sites follow Inter‑American Commission guidance on safety, site security, official response, and grassroots representation.
Rebuild U.S. offices for women's issues
This resolution would ask the Department of State to rebuild the Office of Global Women's Issues and ask the Department of Defense to rebuild its Women, Peace, and Security program. The purpose would be to advance U.S. commitments to women human rights defenders and to support peacebuilding work in Haiti and beyond. The resolution would link those offices to efforts to protect and empower Haitian women leaders and activists.
