- Coastal communities: Would highlight risks to coastal economies that contribute about $10 trillion to the U.S. economy and support about 54.6 million jobs, focusing on threats to livelihoods from warming, biodiversity shifts, and marine debris.
- Indigenous peoples: Would affirm Indigenous Tribes' longstanding stewardship and their cultural, food security, and spiritual connections to ocean resources.
- Scientists and monitoring: Would push for increased federal investment in scientific research and monitoring and support advancing a national strategy for ocean mapping because more than 80 percent of the ocean remains unexplored.
- Marine life and pollution: Would call attention to ocean acidification, warming, harmful algal blooms, microplastics, and ghost gear; it notes that more than 11 million tons of plastic enter the ocean annually and that ghost gear may comprise 46 to 70 percent of floating macroplastic by weight.
