Reaffirming the importance of the United States promoting the safety, health, and well-being of refugees and displaced persons in the United States and around the world.
Sponsored By: Representative Lieu, Ted [D-CA-36]
Introduced
Summary
Restore refugee protections and resettlement is the core aim of this resolution. It would reaffirm U.S. commitment to the safety, health, and well‑being of refugees and displaced people worldwide and designate June 20, 2025 as World Refugee Day and July 28, 2025 as the 74th anniversary of the 1951 Refugee Convention. It would also call for lifting the indefinite suspension of the U.S. Refugee Admissions Program and for restoring asylum protections under the Refugee Act of 1980.

- Refugees and displaced families: The resolution highlights more than 123 million displaced people worldwide and notes that fewer than 1 percent of refugees are ever resettled. It flags that over 100,000 refugees conditionally approved for U.S. resettlement remain stranded and that more than 12,000 have flights booked but cannot travel.
- Children and people with disabilities: It calls for education for refugee children and for accessible infrastructure and disability‑related services and social protections for refugees with disabilities.
- Host countries and humanitarian partners: It urges continued support for the U.N. High Commissioner for Refugees and nongovernmental organizations and for humanitarian and development aid to relieve frontline host countries.
- U.S. policy and legal protections: It rejects bans and blanket asylum restrictions, reaffirms asylum as a protected right, and calls on the President and cabinet officials to restore resettlement and meet robust admissions goals.
