Sponsored By: Representative Larson, John B. [D-CT-1]

Introduced

Summary

Creates a member-driven, majority-trigger to end a district work period and block new ones for a short window after reconvening.

Show full summary
  • Members: Any Member could submit a letter to the Clerk during a district work period asking that it end. The Clerk must make those letters a matter of public record and publish the names of signers during that period.
  • House schedule and leadership: If a majority of the House membership submits such letters the district work period would terminate within 2 days. The Speaker would be barred from designating another district work period for 3 weeks after the House next reconvenes.
  • Public access and transparency: The Clerk would enter qualifying letters on the Journal and publish them in the Congressional Record. The Clerk would also produce daily cumulative lists and provide electronic access to House offices and the public.

House members can end recess

If adopted, the resolution would let any House Member send a letter during a district work period asking to end it. The Clerk would make those letters public, publish the names of Members who sent them in a designated part of the Congressional Record, keep cumulative daily lists in a House office, and share the lists electronically. If a majority of the duly chosen and sworn House membership sends such letters for the same district work period, the letters would be entered on the Journal and published in the Record and that district work period would end within two days. After that termination, the Speaker could not set another district work period from the date the House next reconvenes until three weeks after that reconvening.
