Summary
Expands memorial headstone and marker eligibility by removing the rule that limited those benefits to individuals who died on or after November 11, 1998. The bill would let the spouse, surviving spouse, child, or dependent of a veteran or member of the Armed Forces whose remains are unavailable receive a Department of Veterans Affairs memorial headstone or marker regardless of the date of death, while leaving other numerical eligibility criteria, definitions, and procedures unchanged.
