Limits abortion payments from health accounts

This bill would prevent most abortions from being treated as qualified medical expenses in tax-advantaged accounts. HSAs, Archer MSAs, health FSAs, HRAs, and retiree 401(h) accounts would no longer reimburse abortion costs that are not excepted. Exceptions would be abortions after rape or incest, or when a physician certifies a life‑threatening physical condition. The rule would apply to amounts paid for taxable years beginning after December 31, 2025. If enacted, people whose abortions do not meet these narrow exceptions would likely face higher out‑of‑pocket costs.
