Federal safety clearinghouse for worship
If enacted, the Department of Homeland Security would create a Federal Clearinghouse on Safety and Best Practices for nonprofit groups, faith-based organizations, and houses of worship. DHS would have 270 days after enactment to set it up. The Clearinghouse would publish evidence-based safety practices, keep a full index of federal grant programs and required performance metrics, and link to applications and user guides. DHS must staff the Clearinghouse, name at least one public point of contact, and update the site at least yearly. The Secretary would notify states and many federal agencies, and agencies must share grant information for inclusion. The Comptroller General would report to Congress on federal grants for these entities. The bill would make clear Clearinghouse materials do not change civil rights duties (including ADA Title II and Civil Rights Act Title VI). The Act and its requirements would expire four years after enactment unless renewed.
