Show full summary
- Commercial satellite operators gain a Commerce-run clearinghouse that centralizes publicly available resources, guidance, frameworks, voluntary recommendations, and tools covering technical, organizational, and governance issues across the satellite system lifecycle.
- The Department of Commerce must lead interagency coordination with DHS, the Office of the National Cyber Director, NIST, the National Space Council, and other entities and produce a strategy within 120 days to integrate satellite cybersecurity into risk analyses.
- The Government Accountability Office will conduct a comprehensive assessment of federal actions supporting commercial satellite cybersecurity, including international and private-sector dimensions, and Commerce must provide recurring reporting and updates every two years with stakeholder feedback and controlled information protections.

Online satellite cybersecurity help for businesses
Within 180 days, the Commerce Department, with Homeland Security, would launch a public online clearinghouse for commercial satellite cybersecurity. It would post guidance, tools, and voluntary recommendations, including materials tailored to small businesses. It would cover U.S.-licensed, non-federal satellite systems, including ground stations and the links between them and satellites. Sensitive or proprietary data would not be posted; controlled unclassified info would be shared only through an approved access process. Commerce would report to Congress 1 year after enactment and every 2 years until 9 years after enactment on partnerships, updates, and feedback.
No new satellite cybersecurity regulations
The bill would bar agencies from creating new rules under this Act. They would not be able to add new license conditions or enforcement-based mandates for satellite operators. It would not designate satellites as a new critical infrastructure sector. It would not change existing agency powers or expand foreign-investment or telecom foreign-participation reviews.
