- Preservation groups and historic sites would get a longer funding window and higher program limits. Two grant programs would see their limit raised from 50 to 75.
- The Secretary of the Interior, through the National Park Service Director, would be required to study sites tied to those wars. The studies must assess significance, threats, preservation and interpretation options, and consider possible National Park System designation within 2 years after funds are provided.
- States, Tribal governments, local governments, and preservation organizations such as the American Battlefield Trust must be consulted. This creates a formal process to guide which sites receive preservation grants or NPS consideration.
