Improving Retirement Security for Family Caregivers Act of 2026
Sponsored By: Senator Collins, Susan M. [R-ME]
Introduced
Summary
Allows certain unpaid family caregivers to make Roth IRA contributions by giving them a special contribution rule tied to the existing IRA dollar limit. It would let people who spend 500 or more hours caring for a child, a person with a special need (as defined in the Public Health Service Act), or an elderly adult and who work fewer than 500 hours in paid jobs qualify as "qualified family caregivers." Care activities counted include bathing, dressing, laundry, shopping and meal prep, medication management, transportation, and mobility help. The rule sets the caregiver contribution cap equal to the dollar amount in section 219(b)(1)(A) and coordinates with spousal IRA rules. It would apply to tax years beginning after December 31, 2025.

Roth IRA access for family caregivers
If enacted, you would be able to contribute to a Roth IRA using the full annual IRA dollar limit for the tax year if you qualify as a "qualified family caregiver" at the end of the year. To qualify you would need 500 or more hours of unpaid in‑home caregiving and fewer than 500 hours of paid work (including self‑employment) in that tax year. Care must be for a child or an adult with a special need (including an elderly adult with an age‑related condition); qualifying tasks listed include bathing, dressing, meals, shopping, housekeeping, medication management, transportation, and mobility help. The special rule would apply notwithstanding spousal IRA rules and would start for tax years beginning after December 31, 2025.
