Sponsored By: Senator Cornyn, John [R-TX]

Passed Senate

Summary

This bill would build a federal, standards-based pathway for improving and certifying _command-level police leadership_. It focuses on in-person leadership training, certification of programs, public transparency, and oversight while keeping State and local training authority intact.

Show full summary
  • Command-level officers: Creates curricula covering leadership, critical incident response, risk management, wellness, data-driven tactics, and evidence-based problem solving with pre- and post-course assessments and peer-to-peer learning. Core curricula must be developed or identified within 180 days.
  • Law enforcement agencies and educators: Requires the Attorney General to certify courses, set criteria for partnerships with educational institutions, and publish a public list of agencies and officer completions within about 1 year after program setup. Certification can be terminated for programs that fail standards.
  • Oversight and transparency: Mandates reports to Congress starting 2 years after enactment and annually until year 3, plus a Government Accountability Office review within 3 years to evaluate curricula, effectiveness, and consultation.

*It would create a measurable federal training and certification framework for command-level leaders while preserving State and local authority and adding reporting and GAO review to track implementation.*
