Creates a federal safe harbor protecting insurers who serve state-legal cannabis businesses. The bill would bar federal agencies from penalizing, cancelling, or discouraging insurers solely because a policyholder or related property is involved in a cannabis-related legitimate business. It would also protect insurers and their officers from liability for providing insurance or reinvesting income from those policies when the activity is lawful under state, local, or tribal law.

- Insurers: Would be shielded from adverse or corrective supervisory actions, policy termination, cancellation, limitation, or recommendations against doing business with cannabis-related legitimate businesses. This reduces a federal enforcement risk tied to offering coverage for those customers.
- Cannabis businesses: Would face fewer federal obstacles to buying and keeping insurance in jurisdictions where cannabis is legal. That covers growers, manufacturers, sellers, transporters, and others defined as cannabis-related legitimate businesses.
- Minority and women-owned cannabis businesses: Directs the Comptroller General to study barriers to marketplace entry, licensing, and access to financial services for minority- and women-owned cannabis businesses and report recommendations to Congress.

Protecting insurers serving legal cannabis
This bill would protect insurers that sell insurance to businesses that operate under state, local, or tribal cannabis laws. Federal agencies would be barred from punishing, pressuring, canceling, or limiting insurance solely because of a connection to a legal cannabis business or a jurisdiction that regulates cannabis. It would also shield insurers and their officers, directors, and employees from federal liability when any claim is based solely on offering such insurance or investing income from it. The bill would not require insurers to offer cannabis-related coverage or change which agencies regulate insurance.
