Roberto Clemente Commemorative Coin Act
Sponsored By: Senator Schumer, Charles E. [D-NY]
Introduced
Summary
Would authorize the Treasury to mint commemorative coins honoring Roberto Clemente. It would create three coins: a $5 gold piece (up to 50,000), a $1 silver coin (up to 400,000), and a half-dollar clad coin (up to 750,000). The coins would be legal tender and treated as numismatic items. Designs must reflect Clemente's life and human rights activism, include his image on at least one obverse, and carry inscriptions including the year 2027, Liberty, In God We Trust, United States of America, and E Pluribus Unum. Sales would be offered in proof and uncirculated qualities during the 1-year period starting January 1, 2027. Sale prices would include face value, a surcharge ($35 for the $5 coin, $10 for the $1 coin, $5 for the half-dollar), and issuance costs, with surcharges paid to the Roberto Clemente Foundation for educational, youth sports, disaster relief, and historic preservation purposes. The Secretary would have to ensure no net cost to the Treasury and withhold disbursement of surcharges until issuance costs are recovered.

3 provisions identified: 1 benefits, 1 costs, 1 mixed.
Design rules and selection process
If enacted, coin designs would have to reflect Roberto Clemente's life, including his human-rights activism and baseball legacy. At least one obverse would bear his image. Each coin would be inscribed with "Roberto Clemente," the coin's value, the year 2027, and the words Liberty, In God We Trust, United States of America, and E Pluribus Unum. The Secretary would select designs after consulting the Roberto Clemente Foundation, his living family members, and the Commission of Fine Arts, and designs would be reviewed by the Citizens Coinage Advisory Committee.
Buyer costs, surcharges, and payouts
If enacted, coin sale prices would equal face value plus an applicable surcharge and the Mint's cost to design and issue the coin. The Mint would offer reasonable discounts for bulk sales and for prepaid orders. Surcharges would be $35 per $5 gold coin, $10 per $1 silver coin, and $5 per half-dollar. Surcharge proceeds would go to the Roberto Clemente Foundation for its mission, but no surcharge funds could be paid out until the Treasury first recovers all Mint costs. The Mint could not add a surcharge in a year if that would push commemorative programs over the two-program annual cap.
New Roberto Clemente coins and rules
If enacted, the Treasury could mint three Roberto Clemente commemorative coins with set limits. The bill would authorize up to 50,000 $5 gold coins (about 8.359 g, at least 90% gold), up to 400,000 $1 silver coins (about 26.73 g, at least 90% silver), and up to 750,000 half-dollar clad coins (about 11.34 g). The coins would be legal tender and treated as numismatic items. They would be sold only in uncirculated and proof qualities and only during calendar year 2027.
