Defending American Sovereignty in Global Pandemics Act
Sponsored By: Senator Barrasso, John [R-WY]
Introduced
Summary
Requires Senate ratification before the U.S. can join WHO pandemic agreements. This bill would prohibit the United States from becoming a party to any World Health Organization convention, agreement, or instrument on pandemic prevention, preparedness, and response unless it is submitted as a treaty under Article II, section 2 and ratified by two-thirds of Senators present, and it would bar federal funding for WHO from an agreement's effective date until the Senate ratifies that agreement.

- Federal executive branch: Could not enter WHO pandemic instruments unless they are presented as Article II treaties and obtain two-thirds Senate ratification.
- Federal funding: Would prevent obligating or spending U.S. funds for WHO beginning on the agreement's effective date and ending when the Senate ratifies the agreement.
- World Health Organization and global programs: U.S. participation and financial support tied to Senate action, creating a temporary pause in U.S. funding for any such pandemic instrument until ratification occurs.

Blocks U.S. from WHO pandemic agreements
This bill would prevent the United States from joining any WHO instrument that strengthens pandemic prevention, preparedness, or response unless the Senate ratifies it as an Article II treaty. The rule would apply to instruments entered into on or after the date of enactment. It would also bar the federal government from obligating or spending any funds for WHO from an agreement's effective date until the Senate approves a resolution of ratification. Federal funding to WHO would pause during that period.
