Show full summary
This bill would prohibit any federal department, agency, or office from conducting, funding, approving, or otherwise supporting research that uses human fetal tissue obtained from an induced abortion. It would also bar any entity from soliciting or knowingly acquiring such tissue and impose criminal penalties for violations. The measure preserves permission to develop new cell lines that are not derived from such tissue and allows research using tissue obtained after a miscarriage or stillbirth, with limited transfers allowed for autopsy or burial.
- Federal agencies and federally funded researchers would be barred from conducting, funding, approving, or otherwise supporting research that uses fetal tissue obtained from induced abortions.
- Hospitals, biobanks, and labs would face criminal penalties if they solicit or knowingly accept donations of such tissue, though transfers for autopsy or burial are excepted.
- The bill would rewrite parts of the Public Health Service Act to limit fetal-tissue research to tissue obtained after a miscarriage or stillbirth, add explicit definitions (miscarriage means involuntary death before 20 weeks; stillbirth means 20 weeks or more), reorganize donation rules, and repeal Section 113 of the NIH Revitalization Act of 1993.

New fetal tissue rules for researchers
This bill would bar federal agencies from conducting, funding, approving, or supporting research that uses human fetal tissue obtained from an induced abortion. It would allow federal support for research using fetal tissue from miscarriages (loss before 20 weeks) and stillbirths (20 weeks or more), under a revised Public Health Service Act section. Agencies could develop new high-efficiency cell lines only if those cell lines do not come from tissue from an induced abortion. The bill would also ban soliciting or knowingly accepting fetal tissue donations when the recipient knows the pregnancy was started to provide tissue or the tissue came from an induced abortion. Transfers made only for autopsy or burial would still be allowed. If enacted, these changes would take effect upon enactment.
