Faster housing on public and nonprofit land

Beginning December 31, 2027, local governments with over 2,000 people use a staff review to approve homes on qualifying public or nonprofit land. Staff decide only by objective local rules and can approve, approve with conditions, or deny. Qualifying private sites are up to five acres and owned or controlled by eligible nonprofits. Jurisdictions cannot block a project because buildings are up to three stories or 45 feet, with height handled like nearby housing. Each affordable unit on these sites counts as 1.1 units under state housing counts.

Limits on housing near airports

The law defines an airport influence area around airports. Local governments can mark these areas as not suitable for homes because of noise or safety. Parcels in these areas do not get the fast-track approval pathway.
