Help to replace aging diesel trucks

The law helps fleets replace aging heavy-duty diesel trucks with new trucks through December 31, 2031. Your old truck must be 2009 or older, registered, and operable, and you must surrender it at purchase. The dealer must be authorized, certify the new truck meets safety and emissions rules, and decommission the old truck by disabling the engine and chassis. The Enterprise gives priority to trucks from 2006 or earlier and can spend at most 20% of its fund income each state fiscal year on replacements. A heavy-duty truck must be based in Colorado with at least 75% in-state miles; a “new” truck is model year 2018 or newer. The law takes effect August 12, 2026, and the replacement authority ends July 1, 2032.

Funding to replace public transit vehicles

Starting August 12, 2026, the Clean Transit Enterprise provides grants, loans, or rebates to replace non-electric public transit vehicles with electric vehicles. If electric vehicles are not practical, replacements can be CNG vehicles only when at least 90% of the fuel is recovered methane.

Help for CNG trucks and refrigerated units

Beginning August 12, 2026, the Enterprise can fund CNG trucks if at least 90% of the fuel is recovered methane through December 31, 2026. On and after January 1, 2027, it funds CNG trucks only when electric trucks are not practically available or do not meet the job needs. The Enterprise also includes zero-emission refrigerated transport units in its grants, loans, or rebates.

Hydrogen use for heavy-duty trucks

Beginning August 12, 2026, running heavy-duty trucks on clean hydrogen counts as a qualified use under Colorado’s clean hydrogen programs. This lets more hydrogen projects qualify for support tied to vehicle operations.

Faster contracting for Clean Fleet board

Starting August 12, 2026, the Clean Fleet Enterprise board may contract and buy without using the state procurement code. This can speed program delivery but changes only agency procedures, not your taxes or benefits.
