Limits on shared utility billing for renters
The law lets landlords split utility costs among tenants using a ratio method. All tenant bills together cannot be more than the utility company’s charge for the whole property. Landlords cannot add markups, surcharges, or admin fees beyond what the utility charges, unless another law allows it. Costs for shared or common areas are not billed to tenants. Your lease or an addendum must clearly show how your share is calculated.
