Electronic vehicle titles become standard
The law lets Colorado use electronic titles for motor and off-highway vehicles. Anyone in the deal, including a lienholder, can ask for a paper or an electronic title. You do not own the vehicle until you get the title properly transferred. Limited exceptions in state law still apply.
Voluntary 5-day vehicle sale report
Beginning January 1, 2019, you can choose to report a vehicle sale to the department or an authorized agent. You may file electronically using a method the department approves. The report must be received within five business days after transfer. It must include an affidavit signed under penalty of perjury that the transfer rules were met.
Paper titles still required sometimes
A paper title is still required when either party to the sale is outside Colorado. A paper title is also required when the buyer pays the full price in cash. Other transactions can use electronic titles.
