More funding and staff for deaf services

For the 2025-26 budget year, the law gives $4,958,625 to Human Services for the state division that serves deaf, hard of hearing, and deafblind residents. Of that, $4,891,755 goes to the communication services enterprise, with 16.8 added full-time staff to expand services. Another $21,467 goes to the Department of Revenue to run the Telephone Disability Access Charge program. This boosts communication and telephone access support for people with hearing and communication disabilities.

Cuts to state deaf services commission

For the 2025-26 budget year, the law cuts $3,413,703 in funding for the Colorado commission for the deaf, hard of hearing, and deafblind. It also reduces staffing by 13.8 full-time positions. The cut comes from reappropriated funds that flowed through the Department of Regulatory Agencies for the Public Utilities Commission. This lowers state capacity to provide communication and related services to affected residents.
