Annual budget for Military and Veterans Affairs

Funding for Guard tuition and base operations

The law funds National Guard education and base operations for the year starting July 1, 2025. The Guard Tuition Fund gets $1,208,200. The Army Guard Cooperative Agreement gets $15.6 million ($2.24 million General Fund, $13.36 million federal/reappropriated). Air Guard operations at Buckley/Greeley get $3.13 million and 28 FTE. Buckley air traffic control gets $737,692 and 7 FTE. Security at the Greeley Space Command site gets $390,000 and 6 FTE. The Local Armory Incentive Plan gets $20,000. Federal spending for Guard personnel is about $113.8 million (about 2,150 FTE). The department may move up to 20% of General Fund among certain Guard line items; moves that touch vehicle leases can only adjust the federal share.

More services and mental health for veterans

The law funds veterans service operations ($1.84 million, 19 FTE). It adds $5.26 million for veterans mental health, including $5 million from Human Services. Counties get $1.37 million for veterans service officers. The Veterans Assistance Grant Program gets $1.26 million. The state allows $1.68 million from the Veterans Trust Fund. The Grand Junction one-stop center gets $386,749. The Western Slope veterans cemetery gets $759,945. Trust fund dollars stay available through June 30, 2026. Funding is for the year starting July 1, 2025.

Staff pay and office costs for Guard

The law provides $3,066,550 for salaries and benefits for Executive Director and Army National Guard staff. It also funds $1,140,031 for operating costs and $135,712 for vehicle leases. This supports office and field work for the year starting July 1, 2025.
