Bill Overview
Analyzed Economic Effects
3 provisions identified: 2 benefits, 0 costs, 1 mixed.
Oil and gas emergency response funds
Starting July 1, 2025, the Energy and Carbon Management Commission has funds set aside for oil and gas emergencies. The money pays for investigation, prevention, monitoring, and cleanup when the Commission finds an emergency under its authority. This does not send money directly to households.
One-year boost for natural resources work
The law provides a one-year supplemental budget for the Department of Natural Resources starting July 1, 2025. It supports work across parks, wildlife, water, energy, mining, and forestry. The department can move up to 5% between the Personal Services and Operating Expenses line items in this section. Some project funds stay available until projects finish or June 30, 2028, whichever comes first. It does not change taxes or fees or send money to households.
Wolf program funded with safeguards
Colorado Parks and Wildlife receives $1,835,732 from the General Fund for Proposition 114 gray wolf work starting July 1, 2025. The agency cannot spend this money on any future wolf reintroduction unless key safeguards are in place to the highest degree possible. Safeguards include trained range riders, depredation response teams, added nonlethal deterrents, and carcass management with the Department of Agriculture. This rule limits reintroduction spending until those steps are in place.
