Funding for state insurance and claims

Beginning July 1, 2025, the law provides $101.3 million for statewide risk management. It funds $22.23 million for liability, $41.65 million for property, and $35.43 million for workers’ compensation, plus $2.02 million to run the program. The money pays insurance costs, claims, and related legal and administrator fees.

Accounting and procurement systems funded

Beginning July 1, 2025, $17.25 million funds state accounting and procurement systems. $4.62 million covers financial operations and reporting. $2.38 million funds procurement and contracts. $10.25 million pays for CORE accounting system costs and lease‑purchase payments.

Printing and address confidentiality funding

Beginning July 1, 2025, $35.23 million funds Integrated Document Solutions. It covers $8.35 million for staff, $22.76 million for operations, $1.73 million for commercial print, and $1.03 million for the Address Confidentiality Program (with cash and reappropriated funds). The law also adjusts FY2024 IDS funding to $34.37 million, effective July 1, 2024.

HR, benefits, and employee help funded

Beginning July 1, 2025, the state funds core support for state workers. $9.96 million runs Human Resources, training, labor relations, and benefits administration. $690,169 funds the State Personnel Board (5.1 FTE). $1.86 million supports the State Employees Assistance Program. $13.04 million covers Executive Director operations and employer-side health, life, disability, paid family leave, and unfunded liability payments.

Administrative courts operations funded

Beginning July 1, 2025, $5.86 million funds the Office of Administrative Courts. It pays for staff, operations, and indirect costs. $252,990 comes from the Administrative Courts Cash Fund.

Colorado Equity Office operations funded

Beginning July 1, 2025, $690,993 funds the Colorado Equity Office. $677,493 pays staff, and $13,500 covers operating costs.

Facilities planning and sustainability funding

Beginning July 1, 2025, the state funds facilities planning and sustainability work. The Office of the State Architect gets $2.15 million for statewide planning and 13.0 FTE. The Office of Sustainability gets $400,000 from the State Agency Sustainability Revolving Fund for projects and staff.

State archives services funded

Beginning July 1, 2025, $1.32 million funds the Colorado State Archives. $869,744 pays staff and $448,885 covers operating expenses. The money comes from the State Archives and Records Cash Fund.

Targeted statewide programs and ADA support

Beginning July 1, 2025, $923,607 funds targeted statewide items. It pays $119,842 for a test facility lease and $17,199 for an employment security contract payment. It also funds $470,413 for ADA reasonable accommodation coordination and $316,153 for the Public‑Private Collaboration Unit.

Help for small vendors in state contracts

Beginning July 1, 2025, $605,175 funds the State Procurement Equity Program (5.0 FTE). The money pays staff and operations to help more diverse and small vendors compete for state contracts.
