DORA funding for 2025–26 operations
Beginning July 1, 2025, the law funds the Department of Regulatory Agencies for the fiscal year. It provides about $285 million across General Fund, cash funds, reappropriated, and federal dollars. This keeps insurance, utilities, licensing, civil rights, and other consumer protections running.
Licensing funds for Colorado professionals
Beginning July 1, 2025, the Division of Professions and Occupations receives $23.96 million. Most money comes from the division’s cash fund, plus the Prescription Drug Monitoring and Marijuana Tax cash funds. The funding supports licensing, enforcement, and certification programs that protect the public and help licensed workers practice.
Civil Rights uses HUD funds first
Beginning July 1, 2025, the Department must spend HUD workshare funds for Civil Rights Division staff before using state General Fund money. This helps stretch state dollars for civil rights enforcement work.
Conservation easement program funding
Beginning July 1, 2025, the Division of Conservation receives $542,995 from the Conservation Cash Fund. The money pays for conservation easement program costs and indirect costs.
Securities watchdog and fraud prosecution
Beginning July 1, 2025, the Division of Securities receives $4.46 million from the Securities Cash Fund. It covers staff, operations, and about $1.5 million for securities fraud prosecution. This backs investor protection and enforcement of state securities laws.
Real estate and mortgage oversight funds
Beginning July 1, 2025, the Division of Real Estate receives $5.50 million from the Real Estate Cash Fund. It pays for staff, operations, and mortgage broker consumer protection ($258,745). This supports licensing and enforcement that help home buyers, sellers, and renters.
