Big boost for roads and bridges
The law funds Colorado’s core highways and structures. It provides $1.649 billion for construction, maintenance, and operations, supporting 3,156 full-time jobs. It adds $181.4 million for the Statewide Bridge and Tunnel Enterprise and $235.7 million for the High-Performance Transportation Enterprise, supporting 10 total enterprise jobs. Enterprise boards decide how those funds are used, including toll and managed-lane projects. Money comes from the State Highway Fund and dedicated enterprise funds.
Total CDOT funding for FY 2025-26
For the fiscal year starting July 1, 2025, the law sets total CDOT funding at $2.273 billion. It includes $1.449 billion from the General Fund, $819.182 million from cash funds, and $5.182 million in general fund exempt. Some amounts are internal transfers or allocated by enterprise boards. This keeps statewide transportation projects and services funded for the year.
Air-quality and fuel-impact projects funded
The law funds cleaner air and fuel-impact mitigation tied to transportation. It provides $13.378 million to the Nonattainment Area Air Pollution Mitigation Enterprise for projects in areas that fail air standards. It provides $15 million to the Fuels Impact Enterprise for projects that address fuel-related impacts on transportation. The enterprise board and the Transportation Commission decide how to allocate these funds.
CDOT administration gets operating funds
The law provides $53.047 million for CDOT administration and 162.5 full-time jobs. Money comes from the State Highway Fund and internal DOT cash funds. This supports planning, finance, HR, and other services that run statewide transportation programs.
More funding for transit and multimodal
The law invests in cleaner and more connected travel. It provides $49.089 million to the Clean Transit Enterprise, available through June 30, 2029. It provides $55.552 million for local transit and rail grants, also available through June 30, 2029. It adds $20.613 million for multimodal projects from the Marijuana Tax Cash Fund and the Multimodal Fund, available through June 30, 2029. These funds support buses, rail, biking, walking, and safer connections in communities.
Marijuana impaired driving safety funding
The law provides $450,000 for the Marijuana Impaired Driving Program this fiscal year. The funds support safety education, enforcement, and other work to reduce impaired driving on Colorado roads.
