State payroll system gets an upgrade
The law modernizes the state’s payroll system. It provides $13.7 million to improve how employees are paid. The upgrade supports accurate, on‑time paychecks. Funding begins July 1, 2025.
Faster access to Medicaid, SNAP, WIC, child care
The law funds major upgrades to the systems that run Medicaid, SNAP, WIC, and child care help. It provides $19.5 million to redesign benefits eligibility and $4.8 million to reprocure the Colorado Benefits Management System. It adds $1.9 million to upgrade the WIC system and $1.8 million for child care assistance IT. Beginning July 1, 2025, agencies use these funds to make applications and renewals work better. It also updates FY2024 human‑services tech with $16.5 million starting July 1, 2024.
Campus IT upgrades at state colleges
The law upgrades campus networks and digital tools. It provides $3.46 million for Auraria network modernization and $571,163 for a redundancy upgrade at Northwestern Community College. It also adds $9.26 million in FY2024 for Metropolitan State University’s digital campus, including $3.3 million from university reserves. FY2025 funds begin July 1, 2025; the FY2024 update applies starting July 1, 2024.
New statewide procurement and vendor system
The law funds a new statewide procurement and supplier database. It provides $1.4 million from the Supplier Database Cash Fund. This can streamline how vendors register and bid. Funding begins July 1, 2025.
Better court and admin case systems
The law modernizes case management in the courts. It provides $4.7 million from the Judicial IT Cash Fund for courts and probation. It also provides $3.4 million from the Administrative Courts Cash Fund for the Office of Administrative Courts. Funding begins July 1, 2025.
Marijuana seed-to-sale tracking upgrade
The law funds upgrades to the marijuana seed‑to‑sale tracking system. It provides $2.98 million to improve regulatory tracking and operations. Funding begins July 1, 2025.
Upgrades to crime data and CBI systems
The law funds public safety data upgrades. It provides $1.6 million to improve records use, $250,000 for the Colorado gang database, and $735,000 so the crime information center meets FBI system rules. Funding starts July 1, 2025.
Upgrades to prison records and pharmacy
The law upgrades prison records and medication systems. It provides $3.0 million to improve offender records. It also provides $1.5 million to replace the pharmacy system, including $258,611 from an opioid use disorder and Medicaid care coordination grant. Funds are available beginning July 1, 2025.
Better health data sharing and reporting
The law funds statewide health data sharing to connect medical and social services. It provides $8.1 million for a Social Health Information Exchange beginning July 1, 2025. It also adds $2.2 million in FY2024 for civil and forensic mental health data and reporting starting July 1, 2024.
Modernized school finance and facility data
The law improves K–12 finance and facility planning systems. It provides $3.0 million to modernize the school finance system. It also provides $1.47 million from the Public School Capital Construction Assistance Fund for statewide facility assessments. Funding begins July 1, 2025.
Modernized workers’ comp claims system
The law funds a new workers’ compensation information system. It provides $12.1 million from workers’ compensation cash funds to replace the current platform. The goal is more reliable claims processing for injured workers and employers. Funding begins July 1, 2025.
Environmental and oil and gas data systems
The law funds regulatory IT for air quality and energy. It provides $2.0 million for stationary sources modernization. It also provides $2.00 million for the Colorado Oil and Gas Information System from the Energy and Carbon Management Cash Fund. Funding begins July 1, 2025.
