Colorado bans plastic pellet discharges
Beginning August 12, 2027, facilities that make, use, package, or transport raw preproduction plastics, such as pellets, flakes, fibers, or powders, cannot discharge them into state waters, wastewater, storm water, or runoff. Treatment works under the federal Clean Water Act are not covered, and the ban does not include pieces from broken finished plastic products. The Water Quality Control Division cannot issue permits for these discharges. Reckless, knowing, intentional, or criminally negligent discharges can be charged as criminal pollution. If a referendum petition is filed, the law takes effect only if voters approve it in the November 2026 election.
