Bill Overview
Analyzed Economic Effects
3 provisions identified: 2 benefits, 0 costs, 1 mixed.
Stronger privacy for minor name changes
Beginning July 1, 2026, name-change court records for people under 18 are suppressed. The court can use these records for internal work but cannot publish the old or new name online. Only the judge, court staff, the parties, and their lawyers can see the file. You also do not have to publish a public notice for a minor’s name change. This privacy rule does not apply in the specific “good cause” cases allowed under existing law.
Suppress older minor name records
If your or your child’s name-change case was filed before July 1, 2026, you can ask the court to suppress that record. The court must grant your request and order the file suppressed.
Access suppressed records with consent
The court must let you see a suppressed record if you get verbal consent from a party and file a sworn affidavit saying you got that consent. The affidavit is under penalty of perjury. Without consent and an affidavit, access is limited to the judge, court staff, the parties, their lawyers, or by court order.
