Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 0 costs, 2 mixed.

Child seat rules cover heavier vehicles

The law expands which vehicles must follow child seat rules. It now covers passenger cars, pickups, vans, minivans, and SUVs with a gross vehicle weight rating under 16,000 pounds. Motorcycles, low-power scooters, and farm tractors and implements of husbandry are still excluded. This change applies on and after the law’s effective date.

When the new child seat rules start

The law takes effect at 12:01 a.m. the day after 90 days from the legislature’s final adjournment. If adjournment is May 13, 2026, that date is August 12, 2026. If a referendum petition is filed within 90 days, the law takes effect only if voters approve it in November 2026. If approved, it starts on the governor’s official declaration of the vote. Police can cite only for infractions that happen on or after the effective date.
