Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Larger board and stronger ethics rules

Beginning October 1, 2026, the Auraria board grows from 9 to 11 voting members. Board members must take an oath under Colorado law. Members are fiduciaries of the center and must protect its assets. They must recuse from votes or closed meetings when they have a conflict of interest. The board can adopt clear bylaws and policies to define conflicts, require disclosures, and set fair, transparent recusal rules.

Student seat rules and eligibility

Beginning October 1, 2026, the student on the Auraria board serves a one-year term starting July 1. The student must be a full-time student and is elected by a student advisory committee from the three institutions. The seat is advisory and nonvoting. The law lowers the residency rule to at least one year in Colorado before election. If a student advisory member can’t serve, that school’s student government appoints a full-time student from the same school to finish the term.

Faculty seat rules and rotation

Beginning October 1, 2026, the faculty advisory committee grows from 6 to 9 members, with three full-time faculty from each institution. The committee elects one full-time faculty member to the Auraria board for a one-year term starting July 1. The seat is advisory and nonvoting. The elected faculty member must have lived in Colorado at least three years. The committee cannot choose someone from the same institution more than once in any three-year period.
