First-in-line hiring for coal workers

Beginning January 1, 2027, covered businesses in Colorado coal transition communities must give qualified coal transition workers the first chance at open jobs. This covers railroads, utilities, energy plants, and advanced manufacturing. A business can hire someone else only if no qualified worker applied or all offers to qualified workers were declined. Businesses must work with the Just Transition Office and worker groups to find qualified workers, and report hiring and recruiting each year when a qualified worker applies. The preference does not apply to moving an existing employee or when it conflicts with a union contract.

Local governments can invest coal funds

The law lets public entities invest money they receive to offset the local impacts of coal mine or power plant closures. They can invest the funds and any interest or investment income, directly or through investment firms that do business in Colorado. All investments must follow the entity’s adopted investment policy. The law does not set dollar amounts or require how to spend any returns.
