Law takes effect August 12, 2026

The law takes effect at 12:01 a.m. on August 12, 2026, the day after the 90-day period following final adjournment. If a referendum petition is filed within that 90-day window, the law or the challenged part does not take effect unless voters approve it in the November 2026 election. If approved, it takes effect on the governor’s official declaration of the vote.

The law sets a new order for picking a legal newspaper. First, use a paper printed or published in the county that has run at least one year and meets legal rules. Second, use a county paper that meets U.S. Periodicals mailing rules even without paid county circulation. Third, use a local paper that meets the rules but has not yet run a full year. If no qualifying paper is in the county, you can publish in a qualifying paper in a neighboring county, using the same order. If no neighboring county has one, you can use any qualifying paper, choosing the closest. If a town or special district sits in two counties and both have qualifying papers within it, it may publish in either one.
